NNSA Contract Win Announcement - Harkcon Awarded Option Period 2 NNSA Task Order

Harkcon Awarded Option Period 2 Task Order to Continue Support to the National Nuclear Security Administration Office of Partnership and Acquisition Services

Fredericksburg, VA — February 15th, 2024  — Harkcon, Inc., a leader in organizational and human performance, is excited to receive award of Option Period 2 (Years 4 and 5) of a BPA contract in support of the National Nuclear Security Administration’s (NNSA) Office of Partnership and Acquisition Services (NA-PAS). This award, valued at over $1.6M, runs from February 2024 to February 2026 and provides administrative and management analysis and general administrative and project management support for NNSA’s NA-PAS offices. Along with our teammate, Innovative Technology Partnership, LLC, Harkcon directly supports the NA-PAS Office of the Associate Administrator, which oversees the Offices of Acquisition Policy, Partnership Services, and Acquisition Services.

Providing World-Class Management Analysis and Project Management Support

Providing superior support to the Associate Administrator and Deputy, we control the flow of all incoming correspondence and ensure all tasks are issued and tracked appropriately while collaborating across analyst positions. We coordinate development of Congressional Reports with External Affairs, review and process all documents requiring executive signature, and draft talking points and briefing materials. Working alongside our federal partners, we prepare travel authorizations, de-conflict calendars for principals, staff the reception desk, and coordinate helpdesk requests, ensuring all office operations run smoothly. Harkcon’s efforts directly supporting the Administrator, Deputy, and entire front office staff are of high interest to important stakeholders, including Agency political appointees, Congress, and state and local government, and demand responsiveness and careful attention to detail.

Harkcon also provides superior support to NA-PAS Strategic Initiatives, a critical branch that falls under the Contracting Division within the Office of Partnership Services. In addition to maintaining office files and databases, we provide operational and logistical support to the Corporate Performance Evaluation Process (CPEP). This includes managing NNSA’s CPEP iPortal page, giving support during CPEP meetings, establishing agendas, and tracking all CPEP scheduling documents. Across all NA-PAS offices, Harkcon helps NNSA to develop, promulgate, and deploy acquisition, personal property, and contractor human resources, policies, and processes throughout NNSA. We provide superior administrative, travel, data management, and correspondence support to these Offices, allowing them to provide strategic direction and guidance throughout NNSA.

The Office of Partnership and Acquisition Services (NA-PAS) was established in 2022 to focus on delivering efficient and effective acquisitions. The office provides the NNSA Administrator, Program, and Field Offices independent counsel to ensure NNSA implements federal acquisition policies and regulations.

Leveraging Subject Matter Experts and Exceptional Collaboration to Improve Operational Performance

Commenting on this latest contract win, Harkcon’s Chief Operating Officer, Keith Curran, expressed his excitement for Harkcon’s continued support of NNSA. “Harkcon began our support for NNSA over twelve years ago and has taken pride in our ability to expand our support to a variety of NNSA offices both in the field and at NNSA Headquarters! We have a great team supporting NA-PAS and look forward to two more years of continued support!”

Harkcon’s Chief Executive Officer, Kevin Harkins, PhD, adds, “As we enter our twelfth year supporting the NNSA’s operations, I am grateful to the NNSA for their continued belief in our company and our people. We have continually improved processes and procedures within their organization, delivering on our promises while building invaluable trust in our capability at every level within their organization. The last twelve months have seen considerable change in Harkcon’s capability as we continue to roll out our digital transformation strategy, unearthing ways to improve organizational and human performance for clients like the NNSA. By advancing our capabilities and technologies, I believe Harkcon is increasingly well positioned to add greater value in the forthcoming years.”
