Harkcon Awarded U.S. Coast Guard All Hazards and All Threats Preparedness Support Contract Recompete

Fredericksburg, VA September 11th, 2026 — Fredericksburg, Virginia, August 19, 2026. Harkcon, Inc. has been awarded a U.S. Coast Guard contract to provide All Hazards and All Threats Preparedness Support Services.
Awarded through Harkcon’s GSA OASIS+ Small Business contract, the contract continues and expands the company’s support across several critical USCG programs. Harkcon will provide integrated program management, policy, preparedness, continuity, and analytical support to the Office of Emergency Management and Disaster Response (CG-OEM), the Search and Rescue Satellite Aided Tracking (SARSAT) Program Management Office (PMO), and the Office of Marine Environmental Response Policy (CG-MER).
Harkcon’s support includes developing and maintaining emergency management policy and doctrine, strengthening Continuity of Operations planning, supporting exercises and corrective action programs, managing preparedness information and knowledge resources, and coordinating requirements across USCG and interagency stakeholders.
For the SARSAT PMO, Harkcon will continue providing program management, risk management, scheduling, security documentation, technical library management, outreach support, and coordination with national and international mission partners.
Harkcon will also apply its emergency management and policy expertise to support marine environmental response requirements, including program documentation, preparedness activities, stakeholder coordination, and continuous improvement.
