Harkcon, Inc. Wins U.S. Coast Guard Workforce Requirements Determination Blanket Purchase Agreement

Fredericksburg, VA, September 17th, 2025 – Harkcon, Inc. will continue its 17+ years of providing workforce requirements analyses to the U.S. Coast Guard after winning a single-award, five-year Blanket Purchase Agreement (BPA) valued at $5.3 million.
Since 2007, Harkcon has been the Coast Guard’s trusted partner in developing and executing workforce requirements determinations (WRDs). We built the foundation of the Coast Guard’s WRD Program, delivered more than 40 full-scope, policy-compliant WRDs in direct support of missions, and created custom forecasting models that have been praised for their precision, adaptability, and unmatched Coast Guard-specific expertise.
This support comes at a pivotal time as the Coast Guard advances its Force Design 2028 initiative. Workforce requirements determinations are central to this effort, providing the data-driven insights needed to align missions with personnel, ensure readiness, and build a ready, agile, and resilient workforce. These studies will guide strategic decisions about force structure and resource allocation, enabling the Service to adapt to evolving operational demands and emerging threats.
