PACTS II  INTRODUCTION

PACTS II establishes a suite of Department-wide Indefinite- Delivery Indefinite-Quantity (IDIQ) contracts for non-IT services that will enable DHS to accomplish their mission objectives.

 

As an awardee under PACTS II,  Harkcon will offer a broad range of services and solutions to fulfill component and departmental service needs. Harkcon is a prime contract holder under Functional Category 1 (FC1); Program Management and Technical services.

PACTS II Functional Categories

Functional Category 2 – Administrative and Operations Services – NAICS Code 561110

Administrative and Operations Services: The Contractor shall provide day-to-day office administrative support services, such as financial planning; billing and recordkeeping; and personnel. 

​

Additionally, the contractor shall provide a range of business operations support services to include letter drafting; document editing or proofreading; typing, word processing or desktop publishing; and other secretarial services, answering telephone calls and relaying messages to clients, postal and mailing services and one or more other office support services, such as facsimile services, and word processing services. 

​

Court Reporting and Stenotype Services: The Contractor shall also provide verbatim reporting and stenotype recording of live legal proceedings, and transcribe subsequent recorded materials and any other business support services, for example address bar coding services, bar code imprinting services, and mail presorting services.

The Contractor shall provide support services on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, and business process improvement.

 

Services under this functional category may also include but are not limited to that of general management consultants that provide a full range of administrative; human resource; marketing; or other management consulting services.

Technical Services

Engineering Services

​

The Contractor shall provide services in the support of physical laws and principles of engineering in the design, development and utilization of machines, materials, instruments, structures, processes, and systems.

 

The assignments undertaken may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects and related services. 

Environmental, Technical & Other Scientific Consulting Services

 

The Contractor shall also provide support services to DHS components and HQ offices on environmental, scientific and technical issues. Construction services are not procured under PACTS II.

 

The Contractor shall provide assistance in such areas as the control of environmental contamination from pollutants, toxic substances, and hazardous materials, identify problems (e.g., inspect buildings for hazardous material), measure and evaluate risks, and recommend solutions. The Contractor shall provide expertise support in areas, such as air and water quality, asbestos contamination, remediation, and environmental law. Also, the Contractor shall provide sanitation or site remediation consulting services.

PACTS II Performance to Date

Since Harkcon’s inception, we have supported DHS through contracts with the U.S. Coast Guard, FEMA, CBP (FM&E Staffing Study), DHS Headquarters, DHS Chemical Facility Anti-Terrorism Standards (CFATS) Program, and DHS National Protection and Programs Directorate (NPPD).
