Program Management, Administrative, Operations, and Technical Services II (PACTS II) Overview.
PACTS II establishes a suite of Department-wide Indefinite- Delivery Indefinite-Quantity (IDIQ) contracts for non-IT services that will enable DHS to accomplish their mission objectives. As an awardee under PACTS II, Harkcon will offer a broad range of services and solutions to fulfill component and departmental service needs. Harkcon is a prime contract holder under Functional Category 1 (FC1); Program Management and Technical services.
