About Harkcon

Keith recently re-assumed duties as Harkcon's President and Chief Operating Officer where he directs all Harkcon programs and lines of business. He previously served as Harkcon’s Chief Operating Officer from 2005 – 2021.  Additionally, he served as Harkcon’s Executive Vice President for Business Development from 2005 – 2022, where he built and cultivated strong relationships with our partners and clients that lead to the growth of Harkcon from a start-up to an $18M a year firm.

Keith is a Coast Guard Academy graduate and served in a variety of operational afloat and staff assignments including command afloat and as the Coast Guard’s Performance Consulting Division Chief. Keith also has a master’s degree in Learning and Performance Technology from the University of Maryland Baltimore County, where he has served as an adjunct professor since 2001.

Keith enjoys travel, and post Coast Guard active duty-retirement he’s been lucky to have directly supported Harkcon’s international training efforts, making trips to Kenya, the Philippines, Saudi Arabia, and Malaysia among others. Keith’s other passion is his grandchildren with whom he enjoys building Legos, making puzzles, and playing games!
