About Harkcon

As Chief Human Capital Officer, Jim Davis is responsible for leading Harkcon’s human capital strategy, workforce development initiatives, and employee engagement programs. He works closely with the executive leadership team to align talent strategies with the company’s mission, culture, and long-term growth objectives. He brings more than 30 years of executive leadership and federal human capital experience across the Department of Homeland Security and Department of Veterans Affairs. Throughout his career, Jim has led enterprise-wide workforce modernization initiatives, organizational transformation efforts, employee relations programs, leadership development strategies, and mission support operations supporting thousands of employees nationwide. Jim joined the Harkcon team in 2026 after serving as a Senior Human Capital Consultant for Serco, a federal government consulting firm.
