About Harkcon

As Chief Operating Officer, Mr. Ruckstuhl is responsible for leading the day-to-day operations and activities of the company. He oversees all client and project management activities, including client marketing and development, project planning and management, and quality assurance of project deliverables. Mark is an experienced executive with an extensive background in human performance analyses and program management.  He has supported a large range of government customers, helping them analyze and evaluate complex business processes and apply sound strategic approaches to improve efficiencies.  He served over 20 years in the U.S. Coast Guard in operational, high-visibility assignments where he commanded Coast Guard cutters, supervised and improved the efficiency of large staffs, and managed significant projects in executive positions.  Mark is a graduate of the United States Coast Guard Academy where he earned a bachelor's degree in civil engineering and he earned a master's degree in Instructional Systems from Florida State University.
