Harkcon, Inc. wins the strategically sourced Department of Homeland Security (DHS) Program Management Administrative, Clerical and Technical Services (PACTS II) Indefinite Delivery Indefinite Quantity Vehicle in Functional Category 1. PACTS II is a DHS service disabled veteran owned small business (SDVOSB) set aside contract vehicle providing DHS Components with management, administrative, operations, and technical support services. Harkcon leads an impressive team of large and small businesses as well as other SDVOSBs on this five year indefinite-delivery indefinite-quantity contract. The Harkcon Team is already providing these same services in both the public and private sector, helping clients with strategic planning, program assessment, program and project management, logistics support, contingency planning, resource management, change management, acquisition support, engineering services, environmental, technical, and other scientific consulting services, and risk assessment.
Harkcon leads an impressive team of businesses on this five year BPA, including ABS Consulting, Inc., Grant Thornton, Calibre, and Eagle Hill. The Harkcon team assists the Coast Guard in the analysis, development and implementation of human resource (HR) policies, procedures, and tools that support the effective management of all parts of the United States Coast Guard (almost 38,000 regular military members, 8,000 Ready Reservists, about 8,700 civilians and approximately 30,000 members of the Coast Guard Auxiliary). All aspects of workforce management are included under this BPA, including structure and organization (enlisted rates and ratings, warrant officer specialties, commissioned officer specialties/subspecialties and ranks, civilian series, and Auxiliary capabilities), recruiting, retention, assignments, promotions, separations, performance interventions, training, and manpower requirements determination.
Harkcon recently delivered a Staffing Requirements Analysis for the Coast Guard Office of Logistics Program Management (CG-44) three months ahead of schedule. The CG-44 staffing requirements analysis focused on supply support, transportation management, inventory management, and shipping and receiving functions completed by logistic support personnel. This staffing requirements analysis was a continuation of work Harkcon completed for the Coast Guard’s finance office where we analyzed the work requirements for Coast Guard financial management and contract administration personnel.
Harkcon, Inc. recently completed a Workforce Analysis of three Reserve Ratings for the United States Coast Guard; specifically Electrician’s Mate (EM), Damage Controlman (DC), and Machinery Technician (MK). The analysis is now being used to help assist the Deputy Commandant for Mission Support (DCMS) translate Reserve Component mission requirements into workforce requirements. More specifically, it provides human capital information to assist DCMS in making informed decisions regarding resource management, risk management, and workforce planning.
The National Training Center (NTC), U.S. Department of Energy, has enlisted the support of Harkcon employee Lawrence Hatfield in the re-write and update of the Basic Instructor Training (BIT) course to better enable it to meet the changing needs of the department’s instructor cadre to support the continuing need for instructors to support the organization’s mission.
Harkcon recently won a new 6-month contract to support CBP’s Facilities Management and Engineering (FM&E) Directorate responsible for providing full lifecycle real property and infrastructure management support and services to all CBP Offices.

Harkcon, Inc. recently developed and is now managing the Course Review and Compliance Program being used by Department of Energy/National Nuclear Security Administration (DOE/NNSA) emergency operations organizations to standardize their training programs and aid in preventing duplication of training courses and materials already available through other venues. The program is based on Instructional System Design (ISD) best practices and is compliant with ISO 9001:2008 standards. DOE/NNSA’s Emergency Operations Training Academy (EOTA), staffed with Harkcon personnel, is serving as the compliance authority.
