Discussion: As a formal team member on this 5-year, multi-million dollar BPA, Harkcon assists in the analysis, development and implementation of human resource (HR) policies, procedures, and tools that support the effective management of all parts of the United States Coast Guard (almost 40,000 regular military members, 12,500 Ready Reservists, about 7,900 civilians and approximately 30,000 members of the Coast Guard Auxiliary). All aspects of workforce management are included under this BPA, including structure and organization (enlisted rates and ratings, Warrant Officer specialties, commissioned officer specialties/subspecialties and ranks, civilian series, and Auxiliary capabilities), recruiting, retention, assignments, promotions, separations, performance interventions, training, and manpower requirements determinations.

Discussion: Harkcon holds a three-year Multiple Contractor, Multiple Award, Statewide Term Contract with the Department of General Services to provide consulting services. Task orders under this contract address workforce planning, development and change management services that enable Harkcon to work with Commonwealth agencies to meet evolving operational requirements which include environmental and political factors, shifting workforce demographics, advances in technology and varying stakeholder and customer needs. Areas of emphasis include change management and workforce planning and development. Our workforce planning and development initiatives focus on five areas:
- Conducting workforce-planning assessments in support of an agencies missions and priorities;
- Performing gap analysis, career planning and succession planning;
- Designing recruitment and training programs to support workforce needs;
- Identifying technical and management needs of staff; and
- Developing internal communications campaigns to educate employees.
