Kevin Harkins, Ph.D.

President and Chief Executive Officer

As the President & Chief Executive Officer, Dr. Harkins is responsible for the overall direction, coordination, management, operation, evaluation, and success of Harkcon, Inc. He is also responsible for providing the strategic leadership of the company by working with the Board of Directors to establish, implement and oversee long-range goals, strategies, plans and policies. Dr. Harkins has more than 25 years of leadership, management, strategic planning, workforce analysis, homeland security, and training experience with service in both the public and private sectors. He has consulted across a broad-spectrum of human performance improvement areas, with a particular focus on: competency management, specialty management, occupational and job task analysis, front end analysis, manpower requirements analysis, recruiting and hiring, training, performance evaluation, organizational structure, and workforce flow.

Mr. Keith G. Curran

Vice President and Chief Operations Officer

As Vice President & Chief Operating Officer, and a member of the Harkcon Board of Directors, Mr. Curran is responsible for leading the day-to-day operations and activities of the Company. He oversees all client and project management activities, including client marketing and development, project planning and management, and quality assurance of project deliverables. Mr. Curran is an innovative professional with a 25-year record of achieving sustainable operational and performance improvement results for government and private sector organizations. He has managed numerous workforce analysis projects that have included the development of organizational mission statements and structures, formation of policy and procedures needed to support revised and newly developed mission statements, and the implementation of enterprise changing recommendations.
